CBM provides grants sourced from private and institutional donors to local partners, who subsequently implement the grants on the basis of contracts signed with CBM detailing implementation, accounting, and reporting standards. In this set-up, CBM Country Offices (CO) perform control and monitoring procedures aimed at partner projects; control reports from implementing partners to CBM, including comparison with original source documents, project contract and cost plans; and ensure compliance with organizational and statutory requirements.
We are recruiting to fill the position below:
Job Title: Monitoring and Evaluation Officer
Location: Rivers
Responsibilities
The M&E officer will be responsible for leading the implementation of the monitoring and evaluation and learning strategy and systems for the programme and project –specific M&E plans in line with donor requirements.
Support in the implementation of effective monitoring, evaluation and learning strategies.
Ensure project-specific M&E Plans and reporting requirements are in line with donor requirements.
Responsible for routine M&E activities which include Data Quality Assurance, process systems and tools, in collaboration with the country office M&E Officer, program manager, finance manager and the RLM team members.
Support the CO M&E lead in the planning, implementation and documentation of program research and learning.
Collaborate with the CO M&E lead, Communication Coordinator/Officer, program staff and partners to ensure that knowledge management processes, program monitoring, evaluation and learning include persons with disabilities.
Support the capacity building and mentoring of the program team and project partners in knowledge management, monitoring, evaluation and learning.
In collaboration with the Communication Officer, support the development of material for communications based on the collection of qualitative and quantitative data.
Provide oversight for the tracking and reporting of the project to ensure that evidence and learning is appropriately reported and disseminated to relevant stakeholders.
Ensure continuous tracking of CBM CSP program data, to support evidence-informed policy influencing programme implementation, learning and strategic engagement with stakeholders.
Participate proactively in project review and planning process and budgeting ensuring programme quality and value for money.
Lead the project team in developing the annual and six monthly and quarterly reports.
Perform other roles as assigned by Line Manager, as it relates to the sucess of the project.
Requirements
University Degree in Social Sciences, Health or Management related field.
4+ years relevant experience in an M&E and or/ knowledge management role.
Strong expertize in monitoring and evaluation of complex projects, including M&E systems set-up implementation, documentation and dissemination of learning, quantitative and qualitative data analysis, research design, project management cycle and social inclusion.
Experience in reporting on complex projects to international donors.
Experience working in M&E and learning and/or programme management in health sector an advantage.
Experience in managing databases.
Work experience in secure environments.
Knowledge of MS Navison and MS SharePoint solutions.
Ability to work in a fast-paced, team-oriented environment while juggling and coordinating multiple/conflicting priorities and deadlines.
Ability to integrate into a multi-cultural environment.
Must be proactive, seeking to do things differently, and to solve problems effectively and efficiently.
Ability and willingness to learn.
Able to work independently, and as a member of a team.

Main Activities
In the Focal Point for Safety matters in the Contractor Organization Verifies that all procedures, specifications, and standards are followed.
Follows performance of works at the site(to specification and best practices).
Ensures HSE regulations are followed, encourages safe working practices in the workplace, and corrects obvious hazards immediately or reports them to the proper personnel.
Assists the preparation team by giving any technical support for the preparation of the jobs.
Ensures awareness of KPI requirements.
Plays a predominant role in awareness of HSE matters to personnel on site.
Assist in the development and presentation of relevant HSE training.
Shall ensure that the workplace is safe, and fit for all hot work activities.
Shall be conversant with basic ethics aimed at controlling the quality of work.

Serve as an HSE contact within the facility and provide leadership and technical support on HSE programs in the designated area.
Maintains and applies knowledge of current policies, regulations, and industrial processes to ensure optimal safety during site activities.
Operations:
Integrate health, safety and environment processes and practices into daily operations.
Participate in routine HSE activities including corrective actions, investigations and onsite audits.
Identifies and corrects potential hazards by inspecting facilities, machinery, and safety equipment.
Ensures that materials delivered for work comply with health and safety regulations.
Review CONTRACTOR employee safety programs and recommend improvements.
Assists in compliance reviews, general risk assessments and other safety assessments to support Health, Safety and Environmental management.
Maintains relevant HSE logs and documentation. Prepares applicable HSE reports as necessary.
Assists in the compliance of applicable laws and regulations.
Provide assistance and advice on HSE issues and make recommendations to facility management.
Participate in detailed incident investigations and Root Cause Analysis
Promote incident prevention for the benefit of employees and visitors.
Participates in Equipment pre-mob inspection.
Undertakes any other duties which may be required (within individual Competency) to ensure in the smooth running of the operation.
Reports to the Head of Maintenance.
Profile
B.Sc / B.Eng / HND in Engineering discipline or equivalent.
Certification in Occupational/Construction Health & Safety is a plus.
4 to 10 years of experience in HSE.
Good knowledge of Regulatory requirements (i.e. OSHA, CalOSHA, EPA, ISO, etc.).
Ability to work independently while maintaining good relations with colleagues and others
Excellent communication and collaboration skills.
Great organizational and time management abilities.
