Project Overview
Data.FI is a multi-year global project funded by the U.S. Agency for International Development (USAID) to support the host countries’ HIV and COVID-19 responses and the US Government’s Global Health Security Agenda (GHSA) initiatives.
Data.FI partners with programs to accelerate and sustain access to high-quality data to expedite HIV and COVID-19 epidemic control and maintenance. By improving global, regional, national, and community/local in-depth analyses of HIV and COVID-19 epidemiologic and programmatic data, Data.FI expedites program achievements to improve client services and attain and sustain control of the epidemics.
The project supports host country governments to enhance existing health information systems (HIS), informing management responses to gaps in programming and sustaining impact by supporting local partner transition.
Data.FI also plays a key role in USAID's goals of helping partner countries on their journey to self-reliance and transitioning local organizations to prime recipients of US Government funding.
Data.FI project activities commenced project implementation in Nigeria in 2019 and over the years, the project has enhanced the data analytics systems with interoperability across internal and external digital health platforms, and data use activities such as investments in situation room methodology through capacity building of leadership at both the federal level and State Ministries of Health (SMOHs).
In FY25 (October 2024 – September 2025), Data.FI is received additional funding from USAID and being tasked to support the Federal Ministry of Health’s National Tuberculosis (TB), Leprosy, and Buruli Ulcer Control Programme (NTBLCP) and selected State TB and Leprosy Control Programmes (STBLCPs) through strengthening data management systems to promote data use, strengthen monitoring and evaluation (M&E) capacity through mentoring, and support the operationalization of existing TB Situation Rooms (TBSRs) at the national and state levels.
Data.FI will leverage on project past experiences to collaborate with the NTBLCP, STBLCPs and other TB stakeholders to build on existing gains and strengthen data use to enhance data-driven decision-making and learning among stakeholders.
This activity will foster a collaborative platform for knowledge sharing, capacity building, and collective problem-solving. The expected outcomes would include improved data literacy, enhanced data quality, increased collaboration, and better-informed policies.
Purpose of Position
In support of the TB programs at the sub-national level, Data.FI is seeking to employ the services of four Strategic Information (SI) Associates to continue work in collaboration with relevant stakeholders to support the institutionalization and enhancement of the state TB situation rooms (SRs).
The State SI Associates will support implementation of the project’s field-based strategy to create regular forums for sharing achievements and challenges with stakeholders, generate analysis at state level for TB output and outcome indicators, by promoting peer-exchange and problem solving.
Under the guidance of the Data.FI Nigeria TB SI Specialist, the SI Associates will ensure that data use strategy is effectively implemented, and robust information products are produced for informed decision making. These are full-time positions with a contract for 1 year, renewable subject to availability of funding.
Primary Duties and Responsibilities
Provide technical support to enhance TB response reporting systems
Support the implementation of periodic (weekly/biweekly) data review meetings for rapid action methodology at state level and across hierarchies
Generate periodic (monthly, quarterly) reports on TB response activities in the state
Provide technical support and strengthen the capacity of the State SR to develop analyses, profiles, briefs, and program bulletins on the TB response in the state
Conduct regular analysis and reviews of state-level performance on key outputs and outcomes of TB indicators
Serve as a technical backstop in data quality, data alignment exercises, and health informatics support at the state level in a multisectoral effort
Conduct business analysis of user requirements on data collection systems and methodology within the state
Work with the stakeholders to facilitate and support reporting processes to identify barriers to data use and generate solutions to address those barriers
Work with the State Epidemiologists, TB LGA Supervisors, Data Analytics, and Visualization Specialists to develop and package state information products and briefs
Evaluate and assure system compliance with laws and regulations applicable to managing patient-level information
Work with other implementing partners to strengthen the data analytics and visualization capabilities of the TB reporting system, DHIS2, and other platforms
Work on any other duties assigned per the dynamic programming environment.
Required Qualifications
A Bachelor's Degree in Public Health, Statistics, Health Informatics, Epidemiology, Computer Science, or a related field.
At least 2-3 years’ experience advising on health management information systems or routine health information systems.
Experience, working knowledge of TB programmatic reporting, DHIS 2 preferred.
Working knowledge of patient level and aggregate data management systems.
Knowledge of project management principles to manage outputs with multi-disciplinary teams including a broad and extensive knowledge of IT principles, methods, and techniques.
Ability to work well under pressure, skills in crisis management, and problem solving.
Ability to achieve consensus among multiple stakeholders.
Proven skills in data analysis and data visualization with proficiency in statistical packages.
Excellent written and verbal skills in English; ability to communicate technical information to audiences with varying levels of technical expertise.
