Job Title: Consultant to Develop Guidelines for PCVE, Learning and Adaptation, and Value Reorientation

Background
To ensure the effectiveness of PCVE interventions, it is necessary to develop clear and actionable guidelines on PCVE, leadership, advocacy, and value reorientation.
These guidelines will provide a standardized approach, enhance capacity, and foster a culture of peace and resilience across communities and at the national level.
Objective of the Consultancy
The primary objective of this consultancy is to develop comprehensive guidelines on PCVE, learning, adaptation, and value reorientation.
The guidelines will serve as a strategic framework for stakeholders engaged in PCVE efforts, ensuring consistency, clarity, and impact across various interventions.
Scope of Work
The Consultant(s) will be responsible for the following tasks:
Needs Assessment:
Conduct a needs assessment to understand the current landscape of PCVE, learning, adaptation, and value reorientation in Nigeria, with a focus on the SARVE project states (Kano, Kaduna, Katsina, and Sokoto).
Engage stakeholders, including state and non-state actors, civil society organizations, and community leaders, to identify gaps and challenges in existing PCVE efforts.
Literature Review:
Review existing policies, guidelines, and best practices on PCVE, learning, adaptation, and value reorientation at the national, regional, and global levels.
Identify successful strategies and frameworks that can be adapted to the Nigerian context.
Guideline Development:
Develop comprehensive guidelines on PCVE, learning and adaptation, and value reorientation.
Ensure the guidelines are practical, actionable, and tailored to the needs of stakeholders at the community, state, and national levels.
Address key issues such as consistency in approach, clarity of roles and responsibilities, capacity building, and impact measurement.
Stakeholder Engagement:
Organize consultations with relevant stakeholders to validate the draft guidelines and ensure they are inclusive and reflective of diverse perspectives.
Incorporate feedback from stakeholders to refine the guidelines.
Capacity Building:
Develop training modules or materials based on the guidelines to enhance the knowledge and skills of individuals and organizations involved in PCVE.
Provide recommendations for rolling out the guidelines and ensuring their adoption by stakeholders.
Monitoring and Evaluation Framework:
Propose a monitoring and evaluation framework to assess the effectiveness of the guidelines and their impact on PCVE efforts.
Deliverables:
The Consultant(s) are expected to deliver the following:
Inception Report: A report outlining the methodology, work plan, and timeline for the consultancy.
Needs Assessment Report: A comprehensive report detailing the findings from the needs assessment and stakeholder consultations.
Draft Guidelines: A draft version of the guidelines on PCVE, learning and adaptation, and value reorientation.
Final Guidelines: A final version of the guidelines, incorporating feedback from stakeholders.
Training Materials: Modules or materials for capacity building based on the guidelines.
Monitoring and Evaluation Framework: A framework to assess the implementation and impact of the guidelines.
Duration of the Consultancy:
The consultancy is expected to last for a period of 8 weeks from the start date, with the following tentative timeline:
Week 1: Submission of inception report.
Weeks 2-3: Needs assessment and stakeholder consultations.
Weeks 4-5: Drafting of the guidelines.
Week 6: Validation workshop with stakeholders.
Week 7: Finalization of guidelines and development of training materials.
Week 8: Submission of final deliverables and monitoring and evaluation framework.
Qualifications and Experience
The Consultant(s) should possess the following qualifications and experience:
Advanced degree in Social Sciences, Conflict Studies, Public Policy, or a related field.
At least 7 years of experience in PCVE, peacebuilding, governance, or related areas.
Proven track record of developing policy guidelines, frameworks, or similar strategic documents.
Strong understanding of the socio-political context of Nigeria, particularly in relation to violent extremism and community dynamics.
Experience in stakeholder engagement and participatory processes.
Excellent writing, analytical, and communication skills.
Reporting and Supervision:
The Consultant(s) will report to the PAVE Secretariat and work closely with the ActionAid Nigeria PCVE team.
Regular updates will be required to ensure the consultancy is on track, and feedback from the PAVE Secretariat and other stakeholders will be incorporated at each stage of the consultancy.

Job Description
The IFSP Communications Consultant will support the Food and Agriculture unit in line with ActionAid Nigeria’s (AAN’s) and IFSP Communication Strategy; plan and carry out public affairs community relations and publicity in order to influence and inform AAN’s Stakeholders, Staff, and Donors in the organisation’s thematic areas.
S/he will liaise with the Communications Coordinator in providing support for the different activities of the project on publications, publicity & press relations to drive the advocacy arm of AAN.
The Communication Consultant is also responsible for assigned communications roles including supporting and executing the project and the organisation’s communications strategy, support in managing organisation’s prioritised social media channels.
Person Specifications
Education/Qualifications:
First degree in communications, socials sciences or arts/humanities is essential.
Membership of NUJ, APCON and other relevant professional bodies is desirable.
Experience:
At least 3 years work experience 2 of which should be in communication and M&E field in the development sector is essential
Website development and digital communications experience is essential
Capacity building experience, including training and facilitating is essential
Knowledge of the Agricultural sector is desirable.
Experience working with the media is desirable.
Skill/Abilities:
Online i.e. website management and digital communications
Understanding of the role of advocacy work and communication in development.
Strong communication and writing skills
Ability to provide practical solutions within set deadlines.
Good computer skills, especially in the use of publishing tools
Multi-tasking skills
Public Speaking skills
Excellent planning and prioritisation skills.
