Job Description
These strategic locations have allowed NRC greater reach from the north and south parts of the North-East and North Central region and allowed NRC to contribute to bridging the gap between humanitarian aid and development cooperation, including by focusing on equitable access to basic services and strengthening the rights of displaced people and returnees.
In addition to the Country Office and the above-mentioned Area Offices, NRC has sub-office structures in Monguno, Mubi, Pulka and Gwoza.

If you are those people, the Norwegian Refugee Council in Nigeria is looking for an enthusiastic and passionate Finance Coordinator (Accounting) to join our team in Abuja, Federal Capita.The Finance Coordinator will be responsible in ensuring the financial set up is accordance to NRC standard and to support programme/project implementation.
Responsibilities
Accounting & Finance:
Support the Finance Manager in ensuring financial management systems and procedures are in place and that NRC’s and donors’ accounting practices and standards are adhered to in the Area Offices
Support the Finance Manager in analyzing the financial situation of the CO, monitoring cash flow and take or propose action on relevant matters through: -
Reviewing, consolidating and follow up of action points arising from the Balance Reconciliation Sheet (BRS) report
Preparation of the Project summary, ensuring that the country program has sufficient funds at all times.
Communicating with the banks and Regional Office to ensure that bank risks are minimized
Authorization table is periodically circulated
Follow up with the HoP and CD to ensure that NRC receives installments from donors on time as per the project agreement.
Coordinate and be the focal point for all the audits in the CO
Support the finance manager in period closure
Timesheets
Distribution of costs on the X and Pool project
Payroll
Bid Committee
Prepare fair share allocation of support costs across various donors and support the finance manager to correctly charge costs according to the agree fair share calculations in the PcA tool.
Responsible for Country Office payments and signatory changes of all Nigeria bank accounts. Ensure that all payments are processed on time and have good overview of the locations of the signatories at any given time.
Other Duties:
Train budget holders, finance and support staff on budget preparation, budget monitoring and how to use Agresso excelerator to retrieve reports.
Prepare Top down and populate eBPO in consultation with HoP and the CD
Allocation of support cost percentage / amount for every new Grant and ensure adequate support costs (national and international support salary, and operational costs are incorporated.
Provide up-to-date analysis and reports of the financial situation in the projects and in the Programme whenever required through the following actions: -
Register projects in Agresso master file (both Oslo and country office clients).
Ensure accurate master support budget, the funding gap identified, monitored and flagged to AMs, CMG and CD, measures suggested and followed up to reduce the deficit. Support the Area Managers and CD to effectively use the Master Budget vs. Actual
Share summary Budget vs. Actual for the entire CO with the CD upon request and at least once a month. Ensure documented BvA meetings with action plans and follow ups. Update the CD on the status of the agreed action plans before the next BvA meeting.
Prepare interim and final donor financial reports for All NRC Projects in donor formats.
Others:
Training staff on anti-corruption policies, guidelines and procedures and ensuring that anti-corruption procedures are implemented.
Contribute to decisions as member of Country Management Group (CMG)
Qualifications
Minimum 2 years of experience from working as a Finance Coordinator or Finance Manager in a humanitarian/recovery context.
Experience from working in complex and volatile contexts
Documented results related to the position’s responsibilities. B.Sc / HND in Accounting, Finance, Business Administration or a related field.
Other essential Professional qualifications such as ICAN, ACA, ACCA, ANAN is an added advantage.
Knowledge about own leadership skills/profile
Solid knowledge of computer software and modern accounting systems
Fluency in English, both written and verbal.

You will be responsible for the overall establishment and implementation of the NRC logistics systems and procedures for the NRC Area North office.
Responsibilities
Generic responsibilities:
Supervision and capacities building of logistics team under his supervision
Implement NRC’s logistics policies and procedures with regards to procurement, fleet, warehouse and assets management at office level.
Ensure compliance with NRC’s Logistics Handbook, other NRC policies and donor requirements in all procedures and processes.
Ensure anti-corruption, transparency, and cost efficiency principles in all processes (e.g. in vehicle management, asset management, warehousing and procurement of service/goods and works)
Implement a filing system/archive according to local requirements
Ensure NRC fleet, warehouse and assets management system are in place and followed at area level
Provide support on market surveys and assessment.
Prepare weekly and monthly reports and sent to Logistics Coordinator
Specific Responsibilities
Procurement:
Ensure that all procurements are done in accordance with NRC logistics policies, procedures and donor regulations
Check and receive purchase requisitions and initiate the procurement process according to NRC procurement regulations and thresholds
Ensure RFQs and ITBs, are prepared and sent out within the agreed lead time
Complete and issue purchase orders in accordance with NRC regulations.
Check procurement documents (Bid analysis, Purchase orders and Payment documents etc...) and submit to signatories for verifications and approvals.
Check payment documents as per procurement checklist before submission for approvals and to finance.
Follow up with suppliers and organize delivery of materials.
Conduct regular market surveys to identify suitable and reliable suppliers and service providers
Maintain updated vendor data base at area level
Fleet Management:
Managing and tracking of all vehicles on the fleet, when required to support the area offices
Ensure that vehicles are checked on a daily basis, and that regular service and maintenance is carried out as per agreed schedule as well as managing service agreements such as vehicles fueling.
Ensure vehicles have current and lawful documentation.
Receive travel requests and maintain trip schedules and Staff Movement Board.
Produce logistics site report, vehicle and generator cost performance report.
Ensure proper usage and Maintenance of the Area Office Generator by keeping an up-to-date generator logbook for usage and services.
Asset Management:
Maintaining up-to-date control of all assets including tracking donor, value, and location, managing staff issue, and recording all asset movements and disposals
Oversee the issuance and return of assets to/from staff in the absence of assets focal person
Update asset register and send to country office every month in the absence of the asset’s focal person
Warehousing Management:
Will only provide supportive role in the absence of area warehouse staff.
Manage and maintain the physical warehouse.
Ensure quarterly stock check and reconciliation.
Ensure random spot check on stock in the warehouse
Ensure all program stock are released through NRC stock release/requisition form and accompanied with a waybill to Beneficiaries/point of usage.
Qualifications

Bachelor'S Degree in Business Administration or any related field.
