Description
The consultant will support ECEWS in capturing, sharing and applying knowledge effectively across global operations.
Objectives
Program Efficiency:
Provide technical assistance to the smooth and efficient implementation of the project towards achieving its set objectives.
Process Improvement:
Support quality assurance and quality process for continuous quality improvement.
Knowledge Management:
Support a culture of data use via data analysis, research and products development.
Specific deliverables:
Crafting KM strategies that align with organizational goals by reviewing the current knowledge practices, identifying gaps, and proposing effective solutions.
Cultivating a culture of innovation, cooperation, and teamwork among staff by fostering respect, support, and recognition of individual contributions.
Promoting Knowledge Sharing and Dissemination.
Training and Workshops: Conducting training sessions, workshops, and webinars to share knowledge with staff and stakeholders.
Publications and Reports: sharing current research findings, policy briefs, and technical reports in journals and online platforms. The consultant will also support the development of educational materials to nurture a culture of continuous learning.
Communities of Practice: Establishing networks and communities of practice to facilitate peer-to-peer learning and knowledge exchange.
Promoting Knowledge Utilization among staff.
Decision Support Systems: Implementing tools and systems that integrate knowledge into decision-making processes.
Guidelines and Protocols: Developing and updating public health guidelines, protocols, and standard operating procedures based on the latest evidence and best practices.
Performance measurement: Developing indicators to assess KNM initiatives, effectiveness and making improvements.

Qualifications and Experience
Master’s Degree or its equivalent in Medical Sciences, Public Health or related fields.
10 years cognate experience with at least 5 years as a principal investigator or co-principal investigator of a national or international study.
Membership of a professional research body
Recent experience as a reviewer in a high impact international journal
Demonstrable experience in the development of research frameworks or evaluation of health interventions at national or international levels.

To ensure the appropriate and professional implementation of the Project in the most effective manner possible
To make every effort to ensure that the Project’s objectives/outputs are achieved according to the work plan and within the contracted project period. The consultant would ensure effective project management.

Responsibilites and Tasks
Project implementation
Should be familiar with the Project documentation (which should include but not limited to):
The donor contract
Required Donor procedure manuals
MOU with the line Ministry
The approved Project proposal and budget.
Review the Project files held by the Country Office and ensure that copies of the above documents are readily available. S/he should also establish, as required, Project working files.
IIReview existing Project outputs and indicators so as to ensure that they are appropriate and realistic, and if required suggest changes to line management.
Provide technical assistance and support to Project and counterpart staff as required.
Conduct periodic workplan implementation analysis, including variance analysis and burn rate analysis.
Asset Management:
Use established project asset management and monitoring systems that are compatible with organizational policies and procedures.
Establish an asset register for all assets purchased by or provided to the Project in line with standard ECEWS policies.
Support systems for asset inventory and management.
Contract Management:
Should be aware of the ECEWS Contract Management Policy.
Ensure that contractual compliance obligations to the donor are understood and adhered to, by all relevant Project staff, sub recipients and CBOs.
In the event of any urgent and serious maters, provide immediate reports to line management whichever or CEO and PD on such maters of significance may include:
Personnel/staff,
Security,
Financial or asset control,
Project performance,
Legal problems,
Events likely to gain adverse publicity, and or
Any other maters felt to be of significance by the Project Manager.
Assist line management to meet all donor reporting requirements in a timely manner.
Ensure that any necessary changes to the project design, objectives, outputs or budget are identified and brought to the atention of line management in a timely manner.
Ensure the effective management, maintenance, security and legitimate usage of all project facilities, vehicles, personnel and equipment.
Government Liaison/External Relations:
In Establish and maintain positive working relationships with other institutions involved in the project. This should include regular contract to ensure they are fully ain appropriately involved in the Project.
Establish local procedures to liaise effectively with local government institutions.
Assist line management to meet all required reporting requirements both narrative and financial promptly.
Facilitate and provide opportunities for counterpart staff and agencies to be aware of and learn from the implementation of all aspects of the Project. Develop, maintain and strengthen relations with other agencies working in the same geographic or technical area.
Undertake all areas of responsibility in a professional manner and in a way that enhances the reputation of the Project and the reputation of ECEWS.
Policy Development:
Actively contribute, when requested, to the development of ECEWS policies and procedures on all maters.
Where appropriate, contribute actively to the national development policy debate through participation in seminars, meetings etc.
Ensure the availability of all relevant SOPs for the project.

Qualifications and Experience
Technical Competencies required for this position:
A minimum of 8 years’ experience project management and implementation within an INGO or related environment, an expectation of at least 2 years applied high level project management.
Ability to develop and foster external organizational relationships and applied representation skills.
Readiness to work with people of all backgrounds without bias.
Ability to coach and mentor staff in a cross-cultural environment.
Advanced written and spoken English Language skills.
