Health and Development Support Programme (HANDS) is a homegrown Non-Governmental Organization that is officially registered in Nigeria. It was founded in 1995 with the primary goal of supporting the National Onchocerciasis Control Programme in Nigeria as CBM Onchocerciasis Control programme. Over time, HANDS has broadened its scope to encompass various initiatives aimed at improving public health, fostering development, and providing emergency services. The organization is active in the FCT and multiple states across Nigeria, focusing on controlling and elimination of Neglected Tropical Diseases (NTDs), preventing blindness, promoting disability inclusion, offering clubfoot treatment, and providing reproductive health, gender mainstreaming and emergency response services. Job Title: Programme Finance / Administration Assistant

Job Description

The Admin/Finance Assistant will be responsible for overseeing all activities related to resilience strengthening and inclusive life initiatives in the region, ensuring that interventions meet required targets and timelines.
Responsibilities

Financial Record Keeping: Maintain accurate and up-to-date financial records for the project, including income, expenses, and budget allocations.
Budget Preparation: Assist in the preparation of project budgets, ensuring alignment with project goals and donor requirements.
Financial Reporting: Generate financial reports on a regular basis to provide project stakeholders with insights into the project's financial status.
Expense Monitoring: Monitor project expenditures to ensure adherence to budgetary constraints and identify areas for cost-saving measures.
Grant Management: Support the management of grants by assisting in budget preparation, financial reporting, and compliance monitoring.
Procurement Assistance: Assist in the procurement process by preparing procurement documents, obtaining quotations, and ensuring compliance with procurement policies.
Financial Analysis: Conduct financial analysis to identify trends, variances, and opportunities for financial improvement.
Compliance Monitoring: Ensure compliance with project policies, donor requirements, and relevant regulations to mitigate financial risks.
Administrative Support: Provide administrative support to the project team, including organizing meetings, managing project documentation, and coordinating logistics for project activities.
Communication: Maintain effective communication with project team members, partners, and stakeholders regarding financial and administrative matters.
Audit Preparation: Prepare financial documentation and assist in the coordination of audits to ensure will be an advantage transparency and accountability.
Problem-Solving: Identify financial and administrative challenges, propose solutions, and implement strategies to address issues promptly.

Job Purpose

The Programme Officer will play a crucial role in designing, implementing, and monitoring inclusive WASH programs that cater to the specific needs of the local population in Katsina State.
Responsibilities

 Oversee all activities related to promoting inclusive access to clean water, sanitation facilities, and hygiene practices in 5 LGAs of Katsina State.
Develop and implement strategies to enhance inclusive WASH services for individuals, including those from vulnerable and marginalized groups.
Coordinate with stakeholders and partners to ensure effective implementation of inclusive WASH programmes.
Supervise and support staff at the Katsina office to ensure efficient operations and delivery of quality inclusive WASH services.
Report regularly to the Senior Programme Officer in Katsina on progress, challenges, and achievements in promoting inclusive WASH practices.
Prepare and submit comprehensive quarterly and annual reports to donors to demonstrate impact and accountability in the inclusive WASH programmes.
Represent the organization at meetings, conferences, and events related to inclusive WASH initiatives as assigned by the line Manager.
Monitor and evaluate programme activities promoting inclusive access to clean water, sanitation facilities, and hygiene practices to assess effectiveness, identify gaps, and recommend improvements.
Ensure compliance with organizational policies, donor requirements, and best practices in promoting inclusive water, sanitation, and hygiene.
Risk Involved:

The position of Programme Officer specializing in Inclusive Water, Sanitation, and Hygiene (WASH) may involve risks such as addressing environmental challenges, ensuring accessibility for all individuals, and navigating cultural sensitivities.
The incumbent must be prepared to address these risks with inclusivity, cultural competence, and a focus on promoting equitable access to WASH services.
