Job Title: Head of Engineering

Job Duties & Responsibilities
Manage engineering personnel and contractors in formulating plans, designs and cost estimates for vessel refurbishment, repairs, and upgrades.
Responsible and accountable for the development and execution of vessel capital and repair budgets and schedules performed at the OMS operational base following company policies, compiling reports, and conducting special investigations and studies to evaluate the efficiency of processes following IMO standards.
Ensure the assigned vessels are technically operational or otherwise managed according to the management agreement requirement and international standards.
Develop fleet and repair standards and fleet objectives and goals, life cycle management of the fleet including input into the company operational vessel repair plan and budget.
Develop, test, and evaluate new and existing equipment and systems for vessel operations. Make cost-effective recommendations to optimize vessel equipment and systems availability, increase performance, and safety, and reduce the cost of operations.
Attend to vessel dry docking, repairs, inspections, and surveys when required and determine repair specifications for dry docking and maintenance and in-line with Classification Society Ship Status.
Provide and compile documented reports upon completion of dry docking, and maintenance including summaries of works performed, operational budgets, and actual expenditures.
Monitor and audit the effectiveness of vessel management efforts. Review marine vessel maintenance and inspection plans, budgets, and schedules;
Develop, monitor and audit inspection, maintenance, and repair performance including modifications metrics, recommending benchmarks and changes to drive performance improvements.
Develop and promote the use of Risk Management techniques and methodologies to systematically and consistently identify and mitigate discrepancies to reduce the risk exposure within the fleet.
Review any underlying causes of high-potential vessel incidents and advise on remedial actions.
Work closely with other members of the management team to ensure vessel upgrade/modification, inspections, and repair policies and procedures are fully integrated with other business objectives.
Actively participate in emergency response activities to manage emergencies arising from vessel operations related to hull, structure, equipment, and machinery.
Ensure the Company Marine Engineering Departments are staffed with skilled, experienced personnel capable of performing their functions competently. Continually develop and appraise vessel manning staff, set objectives and measurable goals
Solve technical problems, devise criteria for evaluations of external supplies and outsourced services, review defect, damage, and incident reports, oversee direct reports, and ensure they are provided with relevant guidance, support, and training to ensure the company’s standards are maintained.
Ensure and maintain vessels’ zero loss time incident record and report all vessel incidents, and Near Misses to prevent and eliminate potential incidents.
Practical knowledge of the ISM Code and the implementation of Safety Management System (SMS) processes across the fleet as it relates to Engineering.
Ability to follow an automated vessel Planned Maintenance System (PMS) to the letter.
Vessel documentation related to engineering for audits such as Offshore Vessel Inspection Database (OVID), General Maritime Assurance System (GMAS), Offshore Assurance Checks (OAC) and Offshore Vessel Management Self-Assessment (OVMSA).
Vessels’ spares inventory management and extensive reach to sources both local and foreign for critical vessel spares, equipment, and stores.
Attend management meetings as necessary to update senior management on performance against objectives. Advise on vessel conversion, refurbishment, upgrade, and or modifications repair and maintenance initiatives
Key Performance Indicators:
Achieve 75% vessel refurbishment, costs and personnel requirements.
Proffer right Solution to technical problems both for internal and outsourced processes providing training and relevant guidance in line with company and international standards.
Develop and execute vessel capital and repair budgets schedules performed at the base following company policies, with compiled reports.
Monitor technical status of vessel with relation to class cert and survey.
Ensure 90% Improved life cycle management of the fleet including input into the company operational vessel repair plan and budget.
Achieve 90% Improved fleet repair standards and fleet objectives and goals.
Optimized vessel equipment, increased performance at reduced cost.
Achieve 85% effective vessel management with Reviewed marine vessel maintenance schedule.
Provide and compile documented reports upon completion of dry docking, including summaries of works performed, operational budgets, and actual expenditures.
Ensure the Implementation of required maritime operational regulatory and statutory standards.
Develop Risk Management techniques and methodologies to systematically and consistently identify and mitigate discrepancies to reduce the risk exposure within the fleet.
Improved the skill and competence of personnel capable of performing their functions and ensure continual development of employee Vis a Vis Vessel maintenance staff.
Quality assurance of all jobs carried out in the dry dock and workshop following relevant standard practices.
Educational Qualifications, Certifications and Experience
BSc. / HND in Mechanical / Marine Engineering / Electronics / Electrical Engineering.
Possession of Engineering Certificate of Competency Class 1.
ISM Code certificate - knowledge of the ISM Code and the implementation of Safety Management System (SMS) processes across the fleet .
Membership of professional bodies would be an added advantage.
Minimum of 10 years relevant experience on ship maintenance and at least 5 years management level experience
Shipyard project management experience would be an added advantage.
