Young Africa is a confederation of independently and locally registered affiliated branches which act as independent NGOs. Each affiliate runs training centres, youth (self-) employment programmes and community activities. We are located in Zimbabwe, Mozambique, Namibia, Botswana and Zambia.
We are recruiting to fill the position below:
Job Title: Monitoring, Evaluation, Accountability and Learning Officer
Location: Nigeria
Contract Period: One year (with possibility of extension based on availability of funding)
Working closely with: Grants Coordinator, M&E Officer (at HQ), Data and Research Officer (at HQ).
Reporting to: Project Coordinator
Purpose of Job
To ensure robust monitoring, evaluation, learning research and reporting functions are defined and implemented successfully.
Job Summary
Under the overall supervision of the Projects Coordinator and direct supervision and technical guidance of the MEAL Officer at the Hub, the MEAL Officer will be responsible for providing day-to-day MEAL support to the project.
Responsibilities
The specific responsibilities of the MEAL Officer will include the following:
Coordinate all MEAL activities or the project specifically as follows:
Plan for and support the conduct of baseline surveys, scheduled evaluations and any other MEAL data collection activities.
Support the development of project MEAL Frameworks and plans to guide MEAL in specific projects.
Develop, test and roll out data collection tools for collection of project specific MEAL data, capture and clean the data, conduct data analysis, dissemination and storage and ensuring that project staff and partners have full understanding of the same.
Participate in the development and constant updating of project specific databases to facilitate data collation, analysis reporting and feedback to stakeholders including funding partners.
Periodically and consistently aggregate and analyse project data on project indicators and develop indicator status reports and vital statistics to inform project management, inform decisions and for other purposes such as project visibility and communications.
Support the regular review of MEAL plans, tools and other core documents such as results matrices, reporting templates, work plans etc, as may be necessary.
Support the development or review of project reports by providing MEAL information and vital statistics.
Carry out periodic field visits to create greater awareness and promote adherence to agreed MEAL standards and norms; conduct MEAL data quality assurance and data verification; identify bottlenecks impeding project delivery and gather feedback about the organisation’s work among others.
Participate in or lead in project activities or events that are of relevance to MEAL.
Provide technical support on MEAL matters to organisational projects such as in TOR development, review of baseline and evaluation tools & reports, review of MEAL data collection tools, recruitment and management of external MEAL consultancies among others as may be required.
Contribute to capacity building of project staff on MEAL including training, mentorship, coaching and sharing of information.
Represent the organisation (in consultation with Grants Coordinator) in relevant MEAL networks/forums/events to learn from others and keep abreast with new developments and innovations in MEAL that can benefit the organisation.
Perform such other duties as may be assigned.
Required Qualifications and Experience
Education:
Bachelors’ or Honours Degree in Operations Research, Monitoring and Evaluation, Community or International Development Studies, Project Planning and Management, or other related Social Sciences from an accredited academic institution with at least four years of related working experience or
A relevant Masters’ Degree with at least two years of relevant working experience,
Applicants holding a specific M&E training certification in addition to the above qualifications will be considered favourably.
Experience:
Traceable working experience in Monitoring and Evaluation in the context of international, community, social development or the non-profit sector.
Excellent knowledge of research methodology and quantitative and qualitative techniques.
Experience is collecting and handling project MEAL data including production of data visualisation.
Excellent writing, presentation, facilitation and analytical skills.
Experience in facilitating multi-stakeholder, MEAL function is desirable.
Strong conceptual understanding of the Project Cycle and the role of MEAL in the cycle.
Tactful communicator, able to build and maintain relationships as a key team member.
Ability to meet set deadlines and work independently and objectively in keeping with MALE principles.
Strong cultural awareness; able to work effectively in multicultural environments.
Knowledge of Ms Excel; Word, PowerPoint and Outlook required.
Knowledge of relevant programmes such as Ms Access, IATI, Salesforce, Ms Project, SPSS, STATA, ODK, Kobo, XAMPP etc is desirable.
Knowledge of, and experience with vocational training is an advantage.
Languages: Fluency in English is a requirement.
