Job Description
Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Deputy Chief of Mission (DCoM) and in close coordination with Programme Managers (PMs), technical focal points and other relevant colleagues from the Regional Offices, the Programme Support Officer (Policy, Governance, Liaison and Support (PGLS)) will support the Country Office (CO) in design and development of new programmes/projects, as well as participate in donor liaison and programme reporting for IOM Nigeria.
The Programme Support Officer (PGLS) will provide support in Project Cycle Management and internal coordination on partners engagement, as well as contributing to capacity development, and gap analysis using data and evidence to inform solutions.
Responsibilities
Lead and contribute to the development and consolidation of concept notes and project proposals that align with governmental and CO strategic and operational priorities. Ensure that proposals are based on needs assessments, and in line with donors’ interests and requirements, for negotiations and submission to donors.
Provide substantive inputs to the CO on Project Development to ensure that projects, inter-agency joint projects, and other funding requests are aligned to institutional strategies, guidance and practices.
Oversee and coordinate with relevant colleagues in the CO and Regional Office (RO) in
Dakar for review, approval for submission and endorsement of concept notes and project proposals, donor reports, and any other relevant documents, in line with internal requirements, procedures and timelines for submission.
Ensure timely review and endorsement of concept notes, proposals and donor reports on
IOM’s relevant software application.
In close collaboration with relevant Unit in the RO and CO, contribute to building capacity in
project development and reporting including the integration of Strategic Result Framework (SRF) in project development.
Oversee the governance team and work.
Provide strategic support to the CO’s liaison and fundraising activities by identifying opportunities and building partnerships with donors and private sector to enhance the CO’s
portfolios and funding potential, in coordination with the RO.
Organize, attend, and document meetings with donors and partners. Collect and analyse data on donors’ policies, approaches and funding opportunities to inform strategic decision-making.
Maintain proactive follow up and communication to secure and strengthen partnerships as needed in view of new project opportunities.
Coordinate the CO’s participation in global initiatives such as IOM Annual Global Appeal, and participate in IOM Project Handbook processes, as may be requested.
Consolidate and analyze data on CO programmes and activities to facilitate the preparation of donor reports and the regional and Headquarters periodic and activity-specific reports.
Write and compile relevant information and documentation to support project development, reporting and donor engagement. Prepare briefs, summaries, and other necessary documentation to support in strategic communication.
Support and assist in liaising with relevant authorities, United Nations Country Team (UNCT), other UN organisations, civil society organizations and other stakeholders.
Represent IOM in the Programme Management Team (PMT).
Perform any other duties as may be assigned
Requirements
Education:
Master’s degree in Law, Economics, Migration Studies, Political or Social Sciences, International Relations, or a related field from an accredited academic institution with five years of relevant professional experience; or,
University degree in the above fields with seven years of relevant professional experience.
Experience:
Demonstrated experience in project development and project management, humanitarian and migration-related activities, report writing and liaison;
Experience in liaison, resource mobilization, and advocacy with governmental and diplomatic officials, national and international institutions and organizations, civil society, and private sector actors;
Experience working in an international, inter-governmental, or non-governmental organization and United Nations, or government;
Previous experience and knowledge of US and EU funding mechanisms is essential; knowledge of other countries’ funding mechanisms is an asset; and,
Experience in capacity building on project development and project management cycle.
Skills:
Effective resource management skills and strategic and creative thinking;
In-depth knowledge of IOM project/programme activities and funding processes;
Ability to establish working relationships with governmental authorities, national/international institutions and non-governmental organizations;
Ability to effectively coordinate with a diverse team;
Knowledge of UN, regional and bilateral donor programming;
Excellent communication skills (written and verbal), organizational and prioritization skills;
Strong analytical skills combined with the ability to prepare clear and concise reports and communicate findings;
Strong project development and report writing skills;
Demonstrated knowledge in IOM’s policies, practices and norms relevant to project development;
Willingness to foster a culture of learning and knowledge management;
Personal commitment, efficiency, flexibility, drive for results, creative thinking; and,
Good level of computer literacy, including database applications. Microsoft Excel proficiency is an advantage
